Working Group “Made in Europe Certificate”
Strategic autonomy in solar PV manufacturing is essential for Europe’s energy security, industrial competitiveness, and climate goals. The idea of a “Made in Europe” certificate system represents a pioneering approach to strengthening domestic manufacturing capacity while maintaining market flexibility and WTO compliance.
Throughout autumn 2025, a dedicated ESMC Working Group developed and refined this concept, collaboratively shaping the European Solar Content Credit (ESCC) framework. The resulting draft framework establishes transparent, verifiable European value-added content requirements across the entire PV value chain — from raw materials and components to final PV modules, inverters, mounting structures, and battery energy storage systems. The framework addresses critical supply chain vulnerabilities while creating economic incentives for local production through technical specifications, governance structures, verification methodologies, strategic component priorities, and Digital Product Passport integration.
The motive for the concept of a “Made in Europe” certificate system is that the 40% European content target needs to be supported by robust verification mechanisms, strategic component incentives, and transition pathways that align with actual manufacturing capacity development — ensuring the system serves Europe’s long-term industrial resilience goals.
